11. Establishment of Janmanese Consulate.. It is
reported that a Japanese Consulate has been established
in Hainan- Mr. Tadashi Hasatani, formerly in the
Japanese Embassy in Berlin, is said to have been appointed
to the post.
12. Beonomie Development.
Mesere. Vehikawa, of the
Formosa Development Company, and Doi of Fukudai Koshi
were reported on February 18th to have arrived in Hainan
on a visit of inspection, and to be the first unofficial
travellers admitted, but no plans have yet been divulged.

13 Imported Labour It appears to be thought that,
if labour is needed in Hainan for reclamation work, the
inchuans afford the most promising material. The Nanyo
Khatsu Kaisha has apparently found († in the Mandated
Isles) that Inchuans cost the company Y80 for opening
up one cho (11,861 square yards) of cane field.

Misharies. The Taihoku Provincial Government
and the Formosa Development Company have each recently
been studying independently the opening up of new
fishing grounds. They have now joined hands, and are
to send the Government vessel, "Shichisei Mara", on a
cruise of investigation of the fisheries off Hainan
Island and French Indo-China- They will call at the
ports in Japanese occupation, and present their catch té
the Army.
